The federal government has agreed to relax some rules around Citizens Broadband Radio Service (CBRS), expected to boost investment in private networks operating in the 3550-3700 MHz band. This change, advocated by industry groups, is expected to allow more entities to deploy CBRS networks in areas previously reserved for the military.

From its inception, CBRS has demonstrated the significant benefits of shared spectrum by allowing multiple users to access the same frequency bands at the same time efficiently. Since its initial commercial rollout in 2020, the market has recognized the importance of widespread access to this valuable spectrum. Evidence of CBRS’s impact can be seen in its deployment across various sectors, including airports, factories, stadiums, municipalities, ISPs, military facilities, and universities. Enter CBRS 2.0, a major enhancement to the CBRS band that further unlocks its potential with greater performance, reliability, and reduced interference.

A key improvement includes dramatically smaller zones where CBRS devices are susceptible to preemption from incumbent activities. The impact is most significant for indoor deployments under 6 meters, where the percentage of the U.S. population unaffected by protection disruptions will surge from an estimated 49% to 91%. Similarly, the geographic area unaffected by disruptions expands from 78% to 97% of the country’s total landmass, marking a dramatic increase in the business-critical availability of CBRS.

Many CBRS devices that were subject to interruptions due to incumbent activity will be assured of never being preempted with the implementation of the new models,” added Preston Marshall, OnGo Alliance chairman. “The leadership of the OnGo Alliance is grateful for the extensive effort and critical collaboration between the NTIA, Department of Defense, FCC, and the industry, truly proving their commitment to the success of CBRS. Key features of CBRS 2.0 include:

• Smaller Protection Zones: A dramatic improvement in reliability due to the adoption of more realistic propagation models has reduced protection zones around military usage areas. The result is that most CBRS devices will no longer need to stop transmitting or reduce power due to incumbent activity while maintaining the required national security protections.
  
  The reductions will be most significant for CBRS devices below 6 meters above ground level, especially those indoors, but will apply to all deployments. Many locations will now become viable for reliable commercial CBRS operations that were formerly susceptible to interruptions from incumbent users.
  
  
• Longer Heartbeats: A new operational change allows CBRS devices away from protection areas to operate for up to 24 hours without reauthorizing with the Spectrum Access System (SAS). This relaxation in transmit reauthorization allows extended uninterrupted service in the event of loss of connectivity to the SAS.
  
  
• GAA Coexistence: A new voluntary coexistence mechanism allows the SAS to enforce frequency planning across CBRS devices when cooperating with General Authorized Access operators in an area that experiences interference. The new method enhances reliable spectrum access for enterprises and wireless providers using CBRS GAA spectrum, facilitating interference mitigation without overly constraining GAA operations.

The OnGo Annual Awards celebrate trailblazing companies that have harnessed the power of CBRS technology to unleash groundbreaking wireless services and applications, streamline operations through enhanced efficiencies, and elevate user experiences to new heights.

• OnGo in State, Local, and Education (SLED): Awarded to Blue Arcus (with Leax, coreNOC, and New J) for the private 4G & 5G network solution to increase Internet access, health services, and public safety in rural and low-income parts of Spokane County, Washington. The network comprises residential end-user devices (Fixed Wireless Access outdoor CPEs), CBRS routers for fire trucks and other first responder vehicles, and CBRS-connected cameras and IoT devices. The three-day event brought together attendees from OnGo member companies and associated enterprises for presentations, workshops, vendor exhibits, and OnGo’s first Plugfest, with devices connecting to a 5G NR Stand Alone network built on site.

The member meeting featured over 20 presentations covering topics such as CBRS commercialization, private LTE and 5G networks, indoor neutral hosts, and OnGo market development. Notable speakers included:

• Eduardo Valencia, the CIO of the Minneapolis-Saint Paul International Airport, described the airport’s successful trials with CBRS on multiple use cases and emphasized the importance of video as a game-changing application for airports.
• David Hallgren & Karin Glitterstam from Einride shared their deployment leveraging CBRS private networks for Freight Mobility-as-a-Service, enabling electric freight transportation with driverless trucks.
• Johnny Park, CEO of the Wabash Heartland Innovation Network (WHIN), described the WHIN Living Lab Ecosystem project, which includes CBRS networks over a ten-county region in Indiana. WHIN is becoming a major player in agricultural & manufacturing technology.
• Garfield Swaby, VP of IT of the New York Public Library, described the library’s success leveraging CBRS to deliver broadband access to the communities surrounding their branches in New York City.
• Kyung Mun, Principal Analyst at Mobile Experts, gave an overview of the rising market for CBRS private networks and neutral hosts.

One key session led by both the Chairman and President of the Alliance summarized recent key OnGo Alliance accomplishments that will further enhance the reliability of CBRS:

• Citizens Broadband Radio Service Devices (CBSDs) in areas or frequencies outside of DoD activity can now continue transmissions on approved grants for up to 24 hours without requiring renewed authorization from a Spectrum Access System (SAS).
• An approval of new CBRS propagation models that will substantially reduce the neighborhoods associated with Dynamic Protection Areas. This will significantly increase the amount of available spectrum to more users and ensure their uninterrupted operation in the band.
• The completion of a collaborative GAA coexistence framework. This innovative set of specifications and practices, designed and approved by the Alliance, serves to facilitate the reduction of interference among GAA networks. It achieves this by implementing a GAA frequency plan within an area agreed upon by users and associated SAS administrators.

“These advancements stem from the collaborative efforts of the NTIA (National Telecommunications and Information Administration), DoD (Department of Defense) and OnGo Alliance. This continued progress is expected to further expedite the growth of CBRS adoption across multiple verticals. There are already more than 362,000 CBSDs in active operation, accompanied by over 720 FCC-authorized end-user devices and a vast network of over 1,000 operators.

The OnGo Alliance hosted its inaugural device Plugfest at the event, dedicated to exploring CBRS 5G NR SA (Stand Alone) operation and performance. Featuring participation from over two dozen CBRS 5G devices spanning a diverse array of vendors, the event showcased the utilization of the CBRS Shared Home Network Identifier (HNI) within a private network. Using a 40 MHz carrier in GAA spectrum, consistent performance was achieved exceeding 400 Mbps in the downlink and uplink speeds surpassing 50 Mbps. The Alliance is looking to build on this success and in the near future hold additional events with more devices and vendors and showcase more advanced use cases for private networks.

The member meeting was a great success. It allowed the OnGo community to share success stories, align on priorities, share knowledge, build partnerships, and continue driving the evolution of shared spectrum technology.

In a recent significant development highlighted by the Federal Communications Commission (FCC) Public Notice, Citizens Broadband Radio Service Devices (CBSDs) can now continue transmissions on approved grants for up to 24 hours without requiring renewed authorization from the Spectrum Access System (SAS). The effort to implement this policy enhancement was led by the OnGo Alliance and its members.

This enhancement in service applies within the 3550-3650 MHz range for CBSDs positioned outside the neighborhood of Dynamic Protection Areas (an area defined for aggregate interference calculation). CBSDs within the 3650-3700 MHz range can benefit from this extended interval regardless of their geographic location. This will further enhance the performance and reliability of the band and aid enterprises and service providers in delivering business-critical outcomes.

The Purdue Research Foundation (PRF), a private, nonprofit foundation established in 1930 to advance the land-grant mission of Purdue University, is one such organization that supports scientific research and technology commercialization. In 2021, PRF deployed a private cellular network using the CBRS shared spectrum at the Discovery Park District, a 400-acre site on the west edge of Purdue’s campus in Indiana. It has built a facility, a mini smart city, where industry can test network deployment strategies and discover new ways to benefit from a private cellular network.

The three-layer access system is working well, keeping both incumbents and CBRS users on good terms. By April 2022 – less than two years after the commercial launch of GAA access – there are over 200,000 CBRS cells installed, according to the OnGo Alliance. Most CBRS deployments are in FWA networks because the transition to CBRS is straightforward for WISPs already using the 3.5 GHz band.
